This city-wide planning document provides detailed information on varied aspects of fatality management during a pandemic and other mass fatality events. Specifically, it defines the local and state jurisdictional responsibilities and identifies key assumptions for handling pandemic influenza-related deaths. The guidance discusses several features of mass fatality planning in seven Attachments, which address issues such as establishment of a temporary morgue, identification and tracking of remains, coordination of planning with local laws, and standards of death scene investigation. Attachment 1 is a summary of local jurisdictional procedures and planning considerations pertaining specifically to pandemic influenza fatality management. Attachments 2 through 5 describe Virginia Department of Health policies and procedures for mass fatality events. Attachments 6 and 7 list site-specific planning considerations and local vendors used to establish a temporary morgue. One reviewer suggested that the document could benefit further from a survey of available mortuary and crematory capacities, along with recognition that these capacities will be overwhelmed for a period of time. Also, the effects of a severe pandemic may require that the standards of death scene investigation be reduced further than anticipated in these guidelines.
